David Randall Siplinger

March 9 Odessa police arrested 54-year-old David Randall Siplinger and charged him with tampering with physical evidence, a third-degree felony; and evading arrest or detention, a class A misdemeanor. Officers saw a man riding a bicycle with no headlamp when required in the area of the 4600 block of Andrews Highway and San Jacinto Street at 11:47 p.m. March 9. Police attempted to pull over the man on the bicycle by activating their lights and sirens, but he refused to stop and tried to evade officers by speeding up. Officers observed the man, later identified as Siplinger, toss an object onto the ground while evading. The bicyclist eventually stopped in the 200 block of East San Jacinto Street and police retrieved the item, which was a methamphetamine pipe. Siplinger, 416 W. 48th St., was being held March 21 at the Ector County Detention Center on $8,500 bond.
