Sex offender arrested on compliance charges in Odessa

Odessa police arrested a man Wednesday on charges related to a failure to meet registration requirements as a sex offender.

An OPD released states Michael Navarro, 27, was arrested and charged with third-degree-felony ‘fail to comply with registration requirements.’

The release states that, on June 5, OPD officers responded to the 600 block of Overton Avenue in reference to a check welfare call involving a two-year-old girl, and that upon arrival, the officers made contact with a 35-year-old woman and Navarro, who was identified as her boyfriend.

OPD investigation revealed that Navarro had been convicted of indecency with a child and is required to register annually as a sex offender, the release states, and that Navarro had reported to OPD in February that he would be living in the 2100 block of West 3rd Street.

However, the woman said that Navarro had been living with her on Overton Avenue for about five months, the release states.

Navarro was arrested Wednesday and taken to the Ector County Law Enforcement Center.

Records indicate a $25,000 bond was posted for Navarro on Thursday, and he was released.

State registry shows Navarro was convicted Sept. 23, 2008 of indecency with a child by exposure in an offense involving a five-year-old female victim.
