April 7 Odessa police arrested 26-year-old Devon Blaine Carr and charged him with possession of a controlled substance (methamphetamine), a third-degree felony; and for two outstanding misdemeanor warrants. Officers saw a man carrying a backpack and walking in the area of Eastridge Road and Rembrandt Avenue at 11:34 p.m. April 7. Due to recent reported prowlers and auto burglaries in the area, police stopped the man, identified as Carr. Investigation revealed Carr had two outstanding misdemeanor warrants. Officers then searched Carr and found him to be in possession of syringes and about 3.8 grams of methamphetamine. Carr, address unknown, was being held April 11 at the Ector County Detention Center on $15,000 bond.
