March 15 Odessa police arrested 32-year-old Pedro Rubio III and charged him with possession of a controlled substance (methamphetamine), a state jail felony. Officers pulled over a blue Chevrolet Cavalier, driven by Rubio, in the 3000 block of East Highway 80 at 2:23 a.m. March 15. Police made contact with Rubio and he appeared to be nervous. Officers found Rubio to be in possession of a glass pipe containing methamphetamine. Rubio, 1400 Sioux Court, Midland, was released March 15 from the Ector County Detention Center on $7,500 bond.
