For those of you who wanted to read the Kelm/Wilhite OPD report – here it is. The only witnesses were Donna Kelm, Carmen Wilhite and Linda Hall. The report is not the end of the investigation.
This is the report produced by the City of Odessa following an OA freedom of information request. We have also requested the body cam video from responding officers. The report shows Kelm and Wilhite report different versions of what happened but witness Linda Hall appears to back Kelm’s claims.
