Man charged with exposing himself to 15-year-old girl

An Odessa Police Department probable cause affidavit detailed a 40-year-old man exposed himself to a 15-year-old girl.

John Lewis Hopkins, 40, was charged with indecency with a child, a third-degree felony.

The incident happened around 7:30 a.m. Dec. 15 in the 2800 block of Adams Avenue, the affidavit stated.

Officers were dispatched to the listed residence in reference to a report of indecency with a child. The complainant was the mother of a 15-year-old girl who is assigned the pseudonym “LV.”

LV stated she was walking down the alley toward her home when she was contacted by an adult man, later identified as Hopkins, in a newer model Ford truck, the affidavit stated. LV reported Hopkins offered her a ride where she refused.

LV told police that during her communication with Hopkins she saw him to have his penis exposed. LV reported she left the area toward her home and Hopkins drove away quickly.

LV described to police Hopkins was white with red brownish in color hair and a full beard and was wearing a baseball cap with a logo.

Officers located video surveillance of the contact by Hopkins in the area with LV at 7:15 a.m., which was consistent with LV’s claim, the affidavit stated. In the video, LV moves her head once she sees Hopkins conduct the exposure within the vehicle. LV can be seen walking away while Hopkins momentarily follows.

A Texas license plate was collected by officers and contact was made with the owner of the vehicle identified as Hopkins, the affidavit stated. Hopkins confirmed he was the only person operating this vehicle this date and he initially denied any knowledge of a girl walking or him being in the area.

Hopkins admitted to police that he did drive down an alley on the day, time and vicinity of the incident. Hopkins confirmed he did see a girl walking in the alley, but maintained his claim he had no verbal contact with LV.

Hopkins provided consent to search his vehicle where a hat like the hat worn by the actor was located inside the vehicle, the affidavit stated. The vehicle also matched that of the vehicle captured in the video.

Hopkins was arrested and booked into the Ector County Law Enforcement Center on Dec. 28, jail records show. He had one bond totaling $50,000 and he posted bail on Dec. 29.
