Man accused of indecent exposure twice

An Odessa man was arrested twice in less than a week recently after women accused him of exposing himself to them.

According to an Odessa Police Department report, University of Texas Permian Basin officers arrested Jonathan Flanagan, 27, on April 6 after he admitted he’d exposed himself to a woman on campus and he confessed to masturbating while following women as they walked.

Flanagan was released from the Ector County jail the next day after posting a $500 surety bond.

On April 12, a woman staying at Baymont by Wyndam on East Highway 80 called to report a man in a maroon Chevrolet Trailblazer had gotten out of his vehicle and exposed himself to her while masturbating, the report stated.

While an officer was taking the report, Ector County Independent School District officers gave him pictures of a maroon Chevy that was registered to Flanagan and also told him about a Facebook post stating in all capital letters: “Odessa parents be on the look out for this guy. He is following kids walking home from school trying to lure them with candy to get in the car. Police have been notified but will not do anything. He is ddrivin (sic) around the LBJ school area.”

The ECISD officers also informed the OPD officer of the UTPB arrest of Flanagan.

Flanagan was booked on suspicion of indecent exposure and released later the same day after posting a $20,000 surety bond.

Jail records show Flanagan was also arrested in mid-January on suspicion of possession of marijuana in a drug-free zone by ECISD police.
