Man charged with choking, punching sister

A 40-year-old man was arrested after he reportedly choked and punched his sister.

Paul Christopher Hicks was charged with assault by strangulation (family violence), a third-degree felony. He is also being held by the U.S. Marshals, jail records show.

The reported assault happened at 5:18 p.m. April 18 in the 600 block of College Avenue, an Odessa Police Department probable cause affidavit stated.

Officers arrived at the scene and the parties involved were reportedly identified as Joanne Kimberly Hicks and Paul Christopher Hicks. Joanne Hicks and Paul Hicks stated they are siblings.

Joanne Hicks stated she and Paul Hicks had been in an argument that escalated to violence, the affidavit stated. Joanne Hicks claimed that she was intentionally pushed up against the wall by her throat. She also claimed that her brother then applied pressure on her neck with both hands, which impeded her breathing.

Joanne Hicks also reportedly told officers that her brother punched her multiple times in the face with his fist. Joanne Hicks had a cut and visible swelling on her left eye, swelling on her right eye, a busted top lip and a scratch on the right side of her neck.

A witness at the scene stated he saw his uncle, Paul Hicks, “choke slam” his mother, Joanne Hicks into the wall and then continued to punch her in the face, the affidavit detailed.

Paul Christopher Hicks was arrested, charged and transported to the Ector County Law Enforcement Center. He has one bond totaling $25,000 and was still in custody as of Tuesday afternoon, jail records show.
