Board to get bond update

A bond update is on the agenda for the Ector County ISD Board of Trustees when they convene for their 6 p.m. meeting Jan. 16 in the first-floor board room of the administration building, 802 N. Sam Houston Ave.

The presentation will cover items such as a five-year project calendar; financials; land acquisition; and future actions.

Also, Bond Oversight Committee quarterly meetings; bond management; request for qualifications for architectural and engineering services; identification of construction method by project; and identification of third-party management.

Voters cast ballots on a $436,109,000 three-proposition bond Nov. 7, 2023, and voted in one proposition — Proposition A.

  • Proposition A, for $424,263,000, includes a new Career & Technical Education Center to be located in south Odessa/Ector County in the industrial complex on East Murphy, was donated by Grow Odessa.

The site is 37.9 acres and valued at $2.8 million. The CTE Center will be the home campus for 400 high school students, with about 2,000 more transported to the center daily for CTE programs. It will see joint use with Odessa College, information from the district says.

An advisory committee made up of industry professionals, representatives from OC and ECISD will begin meeting soon to build the timeline for design, construction, groundbreaking and, ultimately, the opening. In addition, a complete renovation of the Ag Farm on Dunn Street with expanded classroom and lab space, new barns, and ADA access will be coming, the information details.

  • A new middle school to be located in west Ector County on 40 acres of land located off South Tripp Avenue in West Odessa. The land cost is $720,000.
  • Districtwide maintenance and repairs.
  • Bus purchases and a new transportation facility.
  • Replacement of district phone system, PA/bell/clock/fire alarm system replacements; security camera refresh; classroom interactive flat panels; large group instruction area audio/visual equipment.
  • Complete renovation of the Permian High School Auditorium; replace outdated instruments; performance risers for all middle school choirs; classroom instruments for elementary campuses; uniforms for middle school bands and mariachi; JROTC facility needs.
  • Transition Learning Center: compete replacement of facility for students with special needs learning to transition from school to the workforce.
  • Agriculture Farm: Complete replacement of classroom buildings and barns.
  • Athletics: LED lighting at the Odessa High School baseball and tennis stadiums; LED lighting at the Permian High School baseball stadium; resurfacing of tennis stadiums at all middle schools; replacement of indoor bleachers in main gyms of all middle schools.

In closed session, the board will deliberate the hiring of the principal at Ector Middle School. Third Future charter school network currently operates Ector, but it is coming back to the district next school year.

Also in closed session, trustees will receive and deliberate a School Safety Audit Report.
