The Ector County Hospital District Board President Brynn Dodd swears in the new Chief Kelly Cecil during a recent Medical Center Health System board meeting.
Cecil was born and raised in Odessa and has been in law enforcement since 1994. He has also been the captain of the ECHD Police Department since its inception in 2011.
