Trustees to consider budget adoption

A public hearing on adoption of the 2019-2020 budget and the hiring of a new principal for Pease Elementary School will be on the agenda when the Ector County Independent School Board of Trustees meets at 5:30 p.m. Wednesday in the board room of the administration building at 802 N. Sam Houston Ave.

ECISD trustees will consider adopting the budget, as well, and go into separate executive sessions to hire a principal for Pease and on a proposed non-renewal of a term contract for Odessa High School tennis coach Joshua Moore, come out of closed session and take action on the items.

Autumn Sloan was the principal at Pease.

The board will adopt a general fund, food service budget and debt service fund.

Chief Financial Officer David Harwell said in an email that the 2019-2020 proposed general fund budget is $297,534,572. The 2018-2019 general fund budget was $272,594,509.

The major difference between the 2018-19 and 2019-2020 general funds is $17,433,928 due to an increase in the estimated compensation plan costs to employees and staffing increases, Harwell wrote.  

The proposed food service budget for 2019-2020 is $16,763,000; and the proposed debt service fund is $13,143,519.

The 2018-2019 food service budget was $15,753,000 and the debt service budget was $13,181,369.

At the last school board meeting, trustees voted 7-0 to approve the 2019-20 compensation plan, which offers raises beyond those required by House Bill 3 passed by the Texas Legislature.

The new starting teacher salary will increase to $52,000, up from $50,000, and teachers with more years of experience will receive larger increases ranging from $2,500 to $3,500.

The board also approved a salary schedule that included raises ranging from 4 percent to 5.4 percent, Assistant Superintendent for Human Resources Gregory Nelson has said.
