March 10 Odessa police arrested 42-year-old Rafael Ruiz for an outstanding felony warrant for failure to comply with registration requirements, a second-degree felony, on March 10. Ruiz, convicted of aggravated sexual abuse out of Illinois, is required to register as a sex offender for life. Investigation revealed that Ruiz waited about three weeks to update his employment status. The Code of Criminal Procedure requires registered offenders to update their employment status within seven days. Ruiz, 321 Carver Ave., was being held March 21 at the Ector County Detention Center on $25,000 bond.
