OPD cites driver in collision

The driver of a GMC Sierra full-size pickup that collided into the back of a bicycle in February on Highway 191 service road and threw the bicyclist onto a fence has been cited for failing to control his speed, an Odessa Police Department spokesman said Friday.
Garrett Ince, a 20-year-old Odessa resident, was cited for his role in the Feb. 21 collision that sent 47-year-old Midland resident Fidel Rubalcaba, Sr. to Midland Memorial Hospital. The collision occurred on the service road in the 8400 block of East Highway 191, the OPD.
Ince was cited for driving too fast when his truck collided in the rear of Rubalcaba’s bicycle, OPD spokesman Cpl. Steve LeSueur said. Rubalcaba reportedly suffered critical injuries.
A spokesperson for Midland Memorial Hospital said a patient by Rubalcaba’s name was not listed at the hospital. One of Rubalcaba’s legs was amputated, according to CBS7.
