March 24 Odessa police arrested 33-year-old Louis Hector Tavarez and charged him with assault by strangulation (family violence), a third-degree felony. Officers responded at 8 p.m. March 24 to the 9600 block of Hawthorne Court in reference to a disturbance. Police made contact with a 28-year-old man and his brother, identified as Tavarez. Investigation revealed that after both subjects got into an argument, Tavarez placed his brother in a choke hold and restricted his airway to the point that he could not breathe. A witness confirmed that they saw Tavarez place his brother in a choke hold. Officers observed red marks on the brother’s neck. Tavarez, 9604 Hawthorne Court, was being held March 28 at the Ector County Detention Center on $15,000 bond.
