March 10 Odessa police arrested 65-year-old Leroy Jessie Brown and charged him with possession of a controlled substance (cocaine). Officers saw a man walking in the 300 block of Fitch Avenue at 12:11 a.m. March 10. The man was staggering heavily and appeared to be intoxicated. Police made contact with the man, identified as Brown, and found him to be in possession of two large white rocks that tested positive for cocaine. Brown, 320 Bunche Ave., was released March 18 from the Ector County Detention Center on $5,000 bond.
