James Chesser

March 28 Odessa police arrested 51-year-old James Chesser and charged him with theft of property with at least two prior convictions, a state jail felony. Officers responded at 6 a.m. March 28 to the 1700 block of North Lincoln Avenue in reference to a suspicious white four-door vehicle that was driving very slowly in the area. Police saw and pulled over a white 1989 Volkswagen in the 1800 block of North Lee Avenue, matching the description of the suspicious vehicle. Officers made contact with the driver of the vehicle, identified as Chesser, and found him to be in possession of a hand dolly, an Igloo cooler, a box of industrial size trash bags and miscellaneous tools. Police observed a trail of water leading from the Chesser’s vehicle all the way to a truck located in the 200 block of West 18th Street. Officers made contact with the owner of the truck and the owner told them he was missing an Igloo cooler, a dolly and trash bags from the bed of his truck. The stolen property was returned to the owner of the truck. Investigation revealed that Chesser had two prior convictions for theft of property. Chesser, 1509 N. Tom Green Ave., was being held March 31 at the Ector County Detention Center on $5,000 bond.
