Austin Keith, right, Odessa Chamber of Commerce chairman of the board, offers a toast to Odessa College and President Gregory Williams for being recognized with the 2017 Rising Star Award from the Aspen Institute. The award recognizes the college as one of the top five community colleges in the nation. A reception for OC was held Thursday at the chamber office.
