County to request reimbursement from jail

Commissioners will be seeking more than $8,500 from Community Education Centers Inc. for damage to the courthouse that was reportedly caused by plumbing issues in the federal lockup.

The commissioners are expected to vote Monday to send a demand letter to the private company for the cost of repairs.

Sam Brijalba, Ector County’s safety/risk coordinator, said the demand letter is more like a request for reimbursement, and the term demand letter sounds more menacing than it is.

Brijalba said repeatedly that the jail and Warden Linvel Mosby have been cooperative and agreeing to pay for damages. Those problems reportedly were started by inmates clogging toilets and damaging the sewer lines, causing raw sewage to leak into the Ector County Clerk’s Office.

The demand letter as of press time Friday asks for $8,504.09, but Brijalba said that will increase by Monday as more costs and time are submitted by the building maintenance department for repairs being made.

The costs include replacement of a typewriter, a scanner, the office’s ceiling and other damages to Ector County property.

Commissioners will also:

  • Receive a presentation from Kerry Norwood with Valic Financial Advisors regarding a 457 (b) retirement benefit for Ector County.
  • Consider lifting the hiring freeze for Ector County.
  • Consider the lease of four vehicles for the OAG grant at the sheriff’s office.
  • Consider the designation of sponsor’s authorized representative and certification of project funds and property certification at Schlemeyer Field.
  • Consider the designation of a sponsor’s consultant selection committee to Schlemeyer Field composed of David Peck, Dale Childers, Winston Kenworthy, Eddy Shelton and David Hood, with meetings to be posted and open to the public.
  • Consider any action on Schlemeyer Field runway, taxiway and lighting improvements request for funds.
  • Consider an increase to the annual permit fee for aquatic facilities with more than one swimming pool or spa, an additional $50 per additional pool or spa and to charge a re-inspection fee of $50 when the initial facility inspection fails.
  • Receive an update on road projects.
  • Take action regarding the bid for the Schlemeyer Field runway, taxiway and lighting improvements.
  • Consider the master service agreement for Kwahu Innovative Systems.
  • Consider a contract amendment for the Area Agency on Aging.
  • Consider a proposed amendment to the end user license agreement and professional services agreement between Ector County and Tyler Technologies to add 27 additional users for Odyssey Online and then issue those licenses to the City of Odessa.
  • Consider an agreement with Ringling Bros. Barnum and Bailey Combined Shows Inc. for the use of the Ector County Coliseum May 22, 2017, and May 28, 2017, for a “Disney on Ice” show.
  • Consider a resolution authorizing an amendment for the Texas Community Development Block Grant project contract No. 7214065.
  • Consider the 2016 SCAAP grant award in the amount of $36,776.
  • Consider the renewal of the county attorney’s IV-E grant program.
  • Consider action on Certification Form 1 and TIF List 16 project list.
  • Consider a 3.33-acre replat in Pleasant Farms.
  • Consider a 110-foot replat in Westridge Subdivision.
  • Consider 21.22 acres in Almarez Subdivision.
  • Consider the consent agenda: move $12,625 from Medical Examiner contract services to county and district jury contract services; and move $27,260 from special departmental equipment to jail equipment maintenance and repair.
  • Consider the accounts payable fund requirements report for Oct. 24, 2016, and review county financial statements and reports.
