Man charged with employing 14-year-old girl to dance at his club

A 41-year-old man was arrested after he reportedly employed a 14-year-old girl to work in a sexually oriented activity.

Sam Powell Jr. was charged Sunday with trafficking of persons under 18 for prostitution or forced labor, a first-degree felony, employment harmful to children, a second-degree felony, and harboring a runaway child, a class A misdemeanor.

The 14-year-old stated while at the Ector County Youth Center on July 3, she had been employed by Powell at the Permian Palace Royalty Club located at 2115 E. Eighth St., an Odessa Police Department affidavit detailed.

The girl stated her and a friend, who was also a minor, were employed to dance at the club he owned for money, the affidavit stated. The 14-year-old stated she worked at the club for one month and made $4,000.

Powell is the owner of Permian Palace Royalty Club, the affidavit stated. OPD officers reported to have seen dance poles inside the business. Facebook pages belonging to Powell show promotions for a lingerie party at the business on April 2019.

OPD spokesperson Cpl. Steve LeSueur said over the phone on Thursday afternoon that the Permian Palace Royalty Club is licensed as a social club.

Powell was arrested, charged and transported to the Ector County Law Enforcement Center. He has three bonds totaling $76,500 and was still in custody as of Thursday afternoon, jail records show.
