Arvae Walters was arrested and charged Tuesday with murder, a first-degree felony, after he reportedly stabbed Albert Chiesa in the left thigh with a folding knife. OPD officers responded to a call about a stab victim at 3:32 a.m. in the 1600 block of Century Avenue.

Walters told OPD detectives that he and Chiesa smoked methamphetamine prior to the incident, the affidavit stated.

Priscilla Rodriguez, a friend of 10 years to Chiesa, said she knew the two men had an on-again, off-again relationship. Rodriguez also said Chiesa had mentioned to her that drug use was present during his and Walters’ relationship.

“(Chiesa) said they fought all the time,” Rodriguez said on Tuesday. “(Chiesa) said he thought (Walters) was drugging him. I don’t know.”

The stabbing happened at a house a block away from Burnet Elementary School. Chiesa was pronounced dead inside the residence, despite lifesaving efforts. His body was transported out of the house around 11 a.m. Tuesday.

Georganna Murphy has lived on the north corner of Century Avenue and Maple Avenue for more than a decade. Murphy, who didn’t know either of the men, said it’s sad and heartbreaking to see this happen to what was described by her and other residents as a quiet neighborhood.

“It doesn’t matter where you live,” Murphy said. “Something like this can happen.”

At the scene, officers saw Walters’ hands saturated in a red, blood-like substance, the affidavit detailed. He was transported to OPD where he made a statement against his own penal interest and admitted to stabbing Chiesa with a folding knife.

Walters reportedly waived his Miranda Rights and stated that Chiesa assaulted him by striking him in the head and back. Walters reportedly didn’t have any injuries consistent with his statement. Walters stated “it wasn’t really that bad” when talking about his injuries, the affidavit detailed.

Walters was arrested, charged and transported to the Ector County Law Enforcement Center. He has two bonds totaling $1,005,000 and was booked in jail Tuesday afternoon, jail records show.

In addition to the murder charge, Walters also has a charge of failure to appear after an assault causing bodily injury (family violence), a class A misdemeanor, from May 3, 2018. Walters had also been arrested and charged with public intoxication, a class C misdemeanor, on June 25, 2016, and possession of marijuana, a class B misdemeanor, on Dec. 17, 2018.

The assault causing bodily injury happened at 12:46 a.m. May 3, 2018, at the High Plains Apartment located at 3727 Andrews Highway, the OPD affidavit stated.

A 34-year-old man stated Walters was his boyfriend for four years and they had been involved in an argument in the apartment when Walters reportedly punched the 34-year-old man in the face and knocked his tooth out, the affidavit detailed.

Officers saw a visible minor injury to the 34-year-old man and he was missing a tooth, the affidavit stated.

Walters stated he had “just lost it” and “swung at (his boyfriend),” the affidavit detailed. Officers saw a minor injury to Walters’ right hand that is concurrent with an injury caused by punching someone in the teeth.

Chiesa had been arrested, charged and convicted of a drug-related offense in the past. He pleaded guilty to possession of a dangerous drug, a class A misdemeanor, where he spent three days in jail and had total fees of $1,396.20, court records show.
