With housing being an issue in recruiting and maintaining employees, Ector County Independent School District has partnered with Weidner Apartment Homes to provide financial assistance in securing affordable housing.

The agreement will be up for consideration by the ECISD Board of Trustees at its 6 p.m. meeting Tuesday in the first floor board room of the administration building, 802 N. Sam Houston Ave.

Supplemental agenda material says Weidner  has  committed  to provide  a  reduction  of  10 percent  off  current  market  values  when  calculating  participating employee rental agreements.

In addition, Weidner is reducing initial move-in costs.

The agreement would be set for two years. ECISD  will  complete  a  master  lease  agreement  with  Weidner  while  employees  will complete   an occupancy   agreement, the material said.    

ECISD   will   provide   payroll   deductions   for employees and pay Weidner on behalf of each participating employee. ECISD will cover the first monthly payment and subsequently withhold the cost from employee paychecks over the first 12 months.

Nelson said there are no immediate plans on arrangements with other apartments.

“We reached out to all and only had direct interest from Weidner,” Nelson said in a text message.

On a separate item, the district will ask the board to approve an employee compensation plan for 2019-2010.

The district contacted with the Texas Association of School Boards to better align its pay.

“TASB   made recommendations for a General Pay Increase (GPI) and Targeted Adjustments (TA) to better align our systems. The GPI and the TA recommendations will eliminate much of our salary compression, reduce pay inequity within and between pay grades, and create a  more  competitive  salary  structure  when  competing  with  other  districts  and  the  area markets for non-teaching positions,” supplemental agenda material said.


“TASB will provide yearly maintenance reviews … to continue aligning our   system   and   ensure   we   maintain   a   robust   and   competitive compensation plan. Following  the  TASB  Pay  System  Review, the  former Administrative/Professional–Instructional  Leadership  Pay  Plan  and  the Administrative/Professional–Business and Operations Pay  Plans were  combined  into  one  pay  group,” the material said.


“This new Administrative Professional Pay Plan consists of 12 pay grades. Submitted  under  separate  cover  is  the  2019-2020  Compensation  Plan. The  plan includes: (a) salary Schedules, (b) schedule of stipends and additives, (c) schedule of supplemental  pay,  and  (d)  schedule  for  enhancement  pay  for  additional  instructional duties,” the material said.

Some of the other items on the agenda are:

  • State assessment results for the district.
  • A report on demographics from Demographics & Planning Services.
  • And a yearly report on AVID, Advancement Via Individual Determination.
