Juvenile center back on agenda

In the second-to-last meeting of the calendar year, the Ector County Commissioners’ Court will decide if the new Juvenile Justice Center will go back out for bid.

Ector County Judge Debi Hays said on Monday morning the potential bids would be plans for a 32-bed facility.

Hays said if approved during Tuesday’s meeting the purchasing department can start putting bid packages together.

“We’ve decreased the number of beds that we would build for the facility for now to help cut and curtail the cost,” Hays said.

This agenda item and others will be heard at 10 a.m. Tuesday at the Ector County Administration Building Annex, located in Room 120 at 1010 E. Eighth St. in Odessa.

During a Nov. 8 meeting, a representative from HOK Architects spoke to the Court about a trimmed down facility that would cost about $26 million, which is still about $1 million over budget.

The trimmed facility came after the original plans for the new 64-bed Juvenile Justice Center went through the bid process with zero offers. HOK Architects gave recommendations to trim down the facility that take it from 64 beds to 32.

Though the facility would be trimmed, Hays said the architects drew up plans that would make it feasible to add on to the Juvenile Justice Center in the future.

“The way that the architects drew it up it’s very easy to build another living quarter pod onto this facility,” Hays said. “It’s easy to expand this facility to accommodate additional beds if needed in the future.”
