OPD: Officers arrest man after sister choked

Odessa police arrested a man Friday, after he reportedly choked his sister during a domestic incident.

Billy Cozart, 35, was arrested and charged with assault by strangulation, a third-degree felony.

An Odessa police release stated officers responded to the 2900 block of Century Avenue late Friday night, making contact with a 32-year-old woman and her brother, Cozart.

The release stated that after both subjects got into an argument, Cozart wrapped both his hands around the woman’s neck and choked her, making her unable to breathe. Officers observed injuries on her neck that were consistent with her statement, the release stated.

Cozart was arrested, charged and taken to the Ector County Law Enforcement Center, with bonds totaling $15,000. Records indicate Cozart was released from custody Sunday.
