Odessa police arrested a man Sunday on a felony warrant after an investigation into a person intentionally and knowingly soliciting and inappropriately touching a minor.
Francisco Garcia Rodriguez III, 29, was arrested around 11 a.m. Sunday and charged with second-degree-felony online solicitation of a minor under 14 and second-degree-felony indecency with a child sexual contact.
An Odessa police release states the department received a report of the incidents in December of 2017, and as detectives investigated the acts, a warrant for Rodriguez was obtained. Rodriguez was taken to the Ector County Law Enforcement Center. Jail records indicate Rodriguez was still in custody Tuesday afternoon.
