Man charged with choking girlfriend

A 24-year-old man was arrested after he choked his girlfriend and resuscitated her with CPR.

Samuel Santiago Maestas was charged with assault by strangulation (family violence), a third-degree felony.

The reported assault happened at 1:12 a.m. July 17 at Hawthorn Suites located at 201 S. JBS Parkway, an Odessa Police Department probable cause affidavit stated.

Officers reportedly made contact with Shaylyn Ulibarria and she detailed to officers that she found out that her boyfriend of three years and the father of her four-month-old son was cheating on her. Ulibarria stated that she and Maestas were in Odessa to have a weekend alone and Maestas’ other girlfriend called her on Facebook Messenger.

Ulibarria stated she told the other woman that Maestas and she were currently in Odessa working on their relationship and at that time the other woman became upset and began to yell through the speakerphone at Maestas, the affidavit stated. Ulibarria stated that Maestas became enraged and began to assault her.

Ulibarria reportedly told police that while Maestas was choking her, she slipped “out of it.” Ulibarria stated that she came back to consciousness and at that time Maestas was attempting to perform CPR on her. Ulibarria stated Maestas was breathing into her mouth and that her chest was sore from him performing CPR compressions.

Ulibarria also stated that Maestas attempted to wake her up by pouring water on her and the water also caused her to have difficulty breathing due to it going up her nose, the affidavit stated.

Maestas was arrested, charged and transported to the Ector County Law Enforcement Center. He had one bond totaling $20,000 and posted bail on July 19, jail records show.
