Affidavit details indecency with minor

A probable cause affidavit detailed the reported solicitation and inappropriate touching of a 12-year-old girl by a man who was arrested Sunday.

The OPD was first told of the accusations last December by the father of the victim, the affidavit stated. The father told police his daughter told him a family member had committed indecent acts toward her and solicited her for sex.

He told police he had noticed a change in behavior in the victim, but she never told him what the suspect, 29-year-old Francisco Rodriguez III, was doing to her until the day of the incident, the report stated.

Photos were taken of the text messages between Rodriguez and the victim, the affidavit detailed, as well as photos Francisco reportedly sent the victim, exposing himself to her.

Officers interviewed the victim at a later date, the affidavit detailed, and she told police incidents had been going on for around two years, telling them that Rodriguez had fondled her breasts on one occasion and sent her several text messages telling her he wanted to have sex with her, and wanted her to perform oral sex on him.

The victim further told police Rodriguez had sent her photos of his genitals and requested she send him nude photos of herself, the document stated.

OPD charged Rodriguez Sunday with online solicitation of a minor under 14, and indecency with a child sexual contact, second-degree felonies.

Jail records show Rodriguez was taken to the Ector County Detention Center Sunday and has two bonds totaling $100,000.
