Council to discuss water treatment bid

The Odessa City Council is scheduled to discuss awarding a bid for $95 million to the water treatment plant rehabilitation and miscellaneous upgrades project.

The company under consideration for the bid is Garney Companies, Inc. The council will also consider an agreement with Carollo Engineers, Inc. for project management during and post construction phase services.

The city council’s work session is set to begin at 3 p.m. Tuesday at the Odessa Police Department training facility second floor in the Scott Gardner Training Room located at 210 N. Lincoln Avenue.

The agenda details that Odessa Public Works Director Thomas Kerr will give the presentation on the water treatment plant rehabilitation and miscellaneous upgrades project. The project is budgeted for $95 million to be paid with certificates of obligation, which the city council approved 6-1 on Aug. 3.

Kerr will also give a presentation about the consideration to engage Parkson Corporation to rebuild Bob Derrington Water Reclamation Facility Mechanical Bar Screen. The bar screen is budgeted for $141,817.

Bar screens reportedly remove materials from the wastewater larger than half an inch in size. This prevents the materials from entering into processes of the plant where the materials may be damaging to process equipment.

Tim Edgmon will speak about considering an economic development agreement between Odessa Development Corporation and Net Ops Communications, LLC. Net Ops has reportedly planned to make a total capital investment of $14 million to construct a hybrid fiber and wireless network for rural internet in Ector County.

Net Ops will retain four jobs and will add 18 more jobs during the term of the agreement. Over the next five years this will translate in to $1,423,840 in annual payroll.

Based on the number of jobs and payroll over the next five years, the company qualifies for a total grant of $868,784 to be paid during a five-year-period if the company maintains compliance with all terms and conditions of the agreement. ODC approved this agreement at their Oct. 18 meeting.

In its lone item of executive session, the city council will discuss pending litigation with the city attorney and the attorneys hired by the city in reference to its lawsuit with the Odessa American. The OA has sued the city for withholding police records.

Other items at the work session include a Floyd Gwin park construction update from Steve Patton, the director parks and recreation, and an update from the animal shelter advisory committee.
