International terrorism is a concern to all Americans. Because of our growing imports from other nations, terrorists have access to our ports and highways.

Once a freight truck passes La Entrada entry point at Presidio, it may travel on any highway in the United States, making it difficult to track or monitor shipments from overseas.

The Texas Department of Transportation owns South Orient Express rail line, which runs between Presidio and San Angelo.

The Texas Department of Transportation should require that foreign shipments originating in the port of Topolabambo travel by rail on the South Orient Express rail line to ensure that cargo could be monitored, located and inspected with relative ease.

The cost to improve the rail line would be far less than the amount currently estimated to construct the highways to carry unrestricted diesel truck traffic.

To secure our public safety and to protect our environment, I believe the choice of rail shipment over freight truck is obvious.
