Streets could go both ways

The last two one-way streets that the city of Odessa controls could be going away.

The city’s traffic advisory committee has recommended that Tom Green and Hancock avenues, which run parallel to each other a block apart between East University Boulevard and East Eighth Street be converted to two-way operations. The Odessa City Council will vote on the recommendation at its Tuesday meeting.

According to the council’s information booklet, the street operation changes were identified in the 1996 Traffic Operations Master Plan. No modifications to traffic signals will be needed to implement the changes, though some stop signs may need to be installed.

Council members will also look at a bid for the removal of asbestos and demolition of seven “vacant, dangerous and unsafe” commercial structures located within the city’s Community Development Block Grant target area. The total cost of the project will be $128,080.

In other action, council will consider:

>> An interlocal agreement with Ector County for division of the 2010 Edward Byrne Memorial Justice Assistance Grant funds. The expected grant amount is $67,584, with the county getting $22,978.56.

>> Accepting a donation of a longhorn steer sculpture from Sonny Henderson to be placed at the northeast corner of Fourth Street and Grant Avenue.

>> Second and final approval to amend the city code dealing with the generation, transportation and disposal of liquid wastes to include updates based on Texas Commission on Environmental Quality requirements. It also includes a fee change from 1 to 2 cents per gallon hauled.

>> Second and final approval of zoning changes that will lead to the construction of 32 homes in western Odessa. Odessa Affordable Housing owns the property on Coronado Avenue and Copus Circle between Eighth and 10th streets.

>> Appointing James Zentner, Michael Marrero and Darrell Wells to the Odessa Health Facilities Development Corp.

>> A lease agreement with Happy Feet Farm for use of the old farmer’s market at 100 W. First St.

>> A two-year contract for wrecker services with Neal Pool Rekers.

>> Accepting a grant from the Governor’s Division of Emergency Management for $80,285.

>> A request from Green Eagles Development to rezone lots on Laredo Drive and Jeter Avenue between Fitch and Barrett avenues. Ten notices were mailed out to neighboring property owners, with two of them returning them. Both approved the development.

>> Abandoning a portion of alley right-of-way in the 300 block of South Texas Avenue.

>> Appointments to boards and committees.
