ECHD to have special meeting

While they’ve already had their monthly meeting, the Ector County Hospital District board will convene again for an executive committee meeting at 9 a.m. Monday.

The meeting will kick off with a public hearing regarding a resolution concerning taxation on goods in transit.

It’s a form of ad valorem tax against personal property and is implemented by the Ector County Appraisal District, General Counsel Richard Buck said.

Specifically, it is for goods stored in a warehouse that are not owned by the company that owns the inventory, Ector County Appraisal District Chief Appraiser Karen McCord said.

“This inventory is currently taxable,” McCord said.

The resolution should have no impact on the tax base, McCord said.

A change by the Texas Legislature required taxing entities to reauthorize the local option to tax goods-in-transit personal property that is otherwise exempt under Texas Tax Code Section 11.253.

So far the Odessa City Council, the Ector County Commissioners, Odessa College and the Ector County Independent School District have reauthorized the tax.

And if the tax isn’t adopted before Jan. 1, 2012 it will lapse, Buck said.
