BALDWIN CITY, ALA. A 50-year-old man appeared Wednesday in a federal court here after he was arrested Tuesday on charges of being a fugitive from justice and for failure to comply as a sex offender.

Pecos Police Chief Clay McKinney was in Alabama in connection with the arrest of Randall Lee Stephens.

McKinney said he was not certain when Stephens would be brought back to Pecos.
