Dumping arrests
Ector County environmental enforcement investigator Oscar Limon is calling it his first "on view" arrest since taking the position in February.
Two men are charged with felony commercial dumping after Limon saw them unloading three tons of shingles Tuesday near the intersection of Butterfield Road and Garrett Drive in West Odessa, Limon said.
Victor Olivas, 50, and Rico Cervando, 28, each face up to two years in prison and a $10,000 fine if convicted, Limon said. Cervando also has an outstanding warrant in Ector County.
The two men will now be required to clean up what they dumped and take it to the Charter Waste Landfill, the only legal dumping site in the county, Limon said.
"It will help their case if they cooperate, and they do pick up what they disposed of," he said. "It will look good."
Ector County commissioners voted last week to fund $11,000 in environmental cleanup in the county, but held off on supporting the requested $18,895 until more money was collected.
