Council to consider seal coat alternative

Odessa is growing — literally, as the Odessa City Council considers an annexation request during their meeting 7 p.m. Tuesday in City Hall.

Landowner Clyde Hinton has requested the city of Odessa annex 146.98 acres north and east of the intersection of East 87th Street and Yale Drive to be used as a single-family residential development.

The Morrison Group has also requested about 3.1 acres of land north of Highway 80 and Club Drive to be annexed to the city as part of the proposed Old Course Estates residential development.

The item will be presented in a public hearing before it can be considered by the council.

Council members will also consider a new pavement restoration technique from the Public Works Street Division that would replace seal coating in low volume streets around town. The division would be used on streets that have never been seal coated or haven’t been sealed for a couple of years.

The project has a budget of $561,131, which is half the cost of a seal coat per square yard.

The council will also decide on implementing a fee for playing nine holes at Ratliff Ranch Golf Links.

If approved, an $11 weekday fee would be approved for adults who want to play nine holes only at Ratliff Ranch Golf Links.

Council members will also consider a three-year contract to provide marketing and advertising services for the golf course.

Although previously expected to be on the agenda, the rezoning of three properties near Dorado Drive in Mission Dorado to drill reservations was removed from consideration.

Council members said they have to meet with the surface and mineral owners of the land and the drilling company before the item returns to the agenda.

The council will also consider:

  • A resolution authorizing the Odessa Police Department to apply for a 2013 Selective Traffic Enforcement Programs grant.
  • Purchasing three trucks for utilities, solid waste and animal control in the amount of $61,149.
  • Renewal of contract for supplies and medications as required by the Family Health Clinic.
  • Renewal of contract for the purchase of laboratory supplies used in routine water and waste water analysis.
  • The approval of a deed without warranty to the Boys and Girls Club of Odessa in a second and final approval.
  • Contracting with Badger Meter of Milwaukee, Wis., for the purchase and installation of an automatic meter reading system for the city’s large meters.
  • A franchise to operate a shuttle service by Midland Shuttle Services in a first approval.
  • Allowing employees who have previously terminated a membership in the Texas Municipal Retirement System by withdrawal of deposits  while absent from service to redeposit the amount withdrawn into the TMRS to allow the employee credit for all service since termination of membership for the first approval.
