Constable hopes to return
Comments 0 | Recommend 0Steve Brennan not only believes he’s qualified for Precinct 1 Constable, but he said he knows the people he works for.
“I believe the constable should know as many of these people as he can,” Brennan said. “I’ve been there 16 years, so I know my people and now I’m getting to know their children and their grandchildren.”
Brennan is seeking his fifth term as Precinct 1 Constable.
“Obviously after 16 years, I’m pretty familiar with the job and the duties,” he said. “And if a constable goes out and either doesn’t perform the duties he’s supposed to, or he performs them in a wrongful way, the county is liable for lawsuits.”
In his 16 years as a constable, Brennan said he’s never had a lawsuit come forward against him.
“I do know the job, and I know how it handles,” Brennan said.
The constable is the closest law enforcement officer to the community that he serves, Brennan said.
“He lives in the area — unlike the sheriff, chief of police or highway patrolmen,” Brennan said. “He actually is amongst his voters, his residents; so, therefore, it’s more of a neighborhood law enforcement agency.”
While the constable’s duties include being a bailiff and serving papers, Brennan said he does much more.
“I do have a full patrol service that I provide to my residents,” he said. “I have a fully marked patrol car, have a radar in it, and it’s fully equipped to handle any emergencies, automobile accidents, fires, anything I can do to help the public.”

>> Why are you seeking this office? To continue providing the highest level of visibility to the public. I currently provide the community with a fully marked patrol car to use in our neighborhoods to deter criminal activity and to keep traffic speeds down in our school zones. I provide security after local sporting events at no cost to the school district. I work weekends after hours to keep DWI violators off the streets. I provide all law enforcement agencies in our area with a 24-hour phone number for any call out to provide assistance to aid in an emergency.
>> What are the issues and where do you stand on them? The constable should know the job. I am now serving my fourth term as Constable of Precinct 1 for 16 years. I know the job, unlike my opponent. I am a lifelong resident of Odessa — I know the people, their children and now their grandchildren. The people know I will treat each and every one of them and their family members as they were my next-door neighbor and with the highest professional respect. My opponent as an outsider does not have the years of experience with dealing with our type situation. The constable is the closest law enforcement officer in the community, and he should not only be visible in the neighborhoods but, more important, understand the people and the situation when he arrives to assist them. My opponent, as an outsider from out of state, should not have full arrest powers over our people.
