The DPS cranked out a 17th arrest in an ongoing methamphetamine ring investigation Thursday, Department of Public Safety Lt. Robert Ralls said.

Odessa resident Randi Jo Mutter, 24, was being held by the U.S. Marshals and charged with possession of a List 1 chemical with intent to manufacture methamphetamine.

The DPS and numerous other agencies have investigated the rings for two years, and it led to the 17 arrests and the Wednesday morning raids of suspected meth labs at 2117 Huntington Ave. in West Odessa and 4408 S. Wilma St. in Monahans.

Property records for the two locations could not be located by press time.

Ralls said the other 16 suspects, most of who live in Odessa or Monahans, were arraigned Thursday afternoon and are in U.S. Marshals custody.

All but two of the suspects, including Mutter, face conspiracy to manufacture a controlled substance charges as well as the possession of a List 1 charge. The former charge can potentially amount to 10 years to life in prison on a conviction.

Several of the suspects had reported ties to the Aryan Brotherhood and the Aryan Circle, which were involved in another meth bust in 2004. Ralls maintained Thursday that the investigation wasn't specifically targeting the white supremacist groups.

"It was about going after drug dealers," he said. "The fact that many of them are documented as Aryan Brotherhood... was in many ways secondary, but it also has to do with the subculture we are dealing with."

The following suspects, unless noted, are from Odessa and have been charged with a felony count of Possession of a List 1 chemical with intent to manufacture metamphetamine, and a felony count of conspiracy to manufacture a controlled substance.
