Mayor Russ McEwen was effusive in his praise at a groundbreaking ceremony headlined by Texas Gov. Rick Perry.
"There'll be a new vitality to Big Spring, Texas, because of this project," McEwen said. "For the first time in years, I feel a heartbeat in downtown Big Spring."
